Welcome back, Commander! In order to finance a new base in this area we need to conquer a small GDI refinery outpost that can be reached by tracing the river located north of your curent position. We will send you the needed engineers by air at the time you destroyed the 6 SAM-sites located in the northern part of the area. Finally destroy all GDI units and buildings in the area. Good luck!
