It seems that he intends on using the United Nations to stage a global rebellion and enlist Civilians to create his armies.
The first stage is here in the area of Dakara where the UN have set up recruitment camps and bought in heavy reinforcements to aid their cause,
Verdannes GDI operations base is in the region to provide heavy support. It is imperative that every single structure in the region whether it be GDI or Civilian is levelled to ensure their plan does not go ahead. This will cutoff the supply to Verdanne's forces and weaken his position.
Funds are very limited at the moment commander but intel shows stashes hidden in armories disguised as Churches!
