Kane has been keen to stress the importance of establishing and developing a Nod cell in the Americas since the Second World War, but so far, all efforts have proven unsatisfactory, and the UN-funded Black Ops 9 has secretly maintained the region stable.
Nod diplomats have agred that the Govermment of Venezuela is weak and easily corruptible, but we lost that advantage against the local paramilitar groups, kept with a low-profile thanks to Black Ops 9. The official Goverment is rather coward to deal with the paramilitars, given that they have support from abroad, and are deeply integrated between civilians.
We've found some officials willing to let us borrow intelligence and gain autonomy using one of their construction yards in the area in exchange for a pitiful bribe. We must use that opportunity to have a permanent base in Venezuela and locate the leader of the paramilitars who holds the power in the area.
First, you would need to remove the paramilitar barracks within the area. We cannot outnumber them at the moment, but they rely on the recruitment of civilians. If you turn the civilians against them, they won't dare to retaliate. Local people are very conservative.
Second, once the area is free from militias, the officials will allow our team of engineers to infiltrate the construction yard. Under no circunstances allow your troops to attack the base. We don't want to ruin our America's campaign such prematurely, and the Brotherhood existence itself must be kept a secret at all costs.
If you or any unit at your command happens to be captured, you shall be eliminated.
